Strategising for a Better Penang
PWDC Sdn Bhd is a company registered with the Companies Commission of Malaysia under the Company Act of 1965 and was incorporated on 3 November 2011 at Seberang Jaya, Penang. PWDC has been advocating for gender equality, one bold initiative at a time. We empower people of all ages in Penang to embrace equality, regardless of race, religion, gender, or socioeconomic status.
Vision
PWDC envisions a Penang that upholds in practice the principles of substantive equality among women and men, good governance, and social justice.
Mission
PWDC seeks to mainstream gender into key policies, programmes, and practices of the public sector and to transform the necessary structures and culture through advocacy, capacity development, and strategic partnerships with different sectors of the society.

Institutionalisation
PWDC drives transformative change by integrating gender equality into governance through innovative policies, fostering a more inclusive, safe, and representative society.
Gender Inclusiveness (GI) Policy
- Implementation of GI policy throughout all state departments and state agencies in Penang to ensure gender equality.
- Implementation of GI policy in all other state-level policies, SOPs, KPIs, planning, projects, and programmes.
Safe Family Policy
- A policy to combat domestic violence.
- Access to First Support Points within a radius of 2km for domestic violence victims.
- Penang Stop Violence mobile app.
Top-Up Women-Only Additional Seats (TWOAS)
- White paper on TWOAS is ready and has been distributed.
- A step forward to increase women’s representation in Penang State Assembly.
- PWDC is committed to ensuring 30% women representation in the State Assembly.

PWDC creates platforms for women to lead and drive impactful change, particularly in economic and political development, empowering them to shape a more equitable and prosperous future.
Pushing Forward the People’s Agenda
PWDC builds platforms to push forward the people’s agenda and to strengthen democracy on the grassroots level:
- The methodology of Gender Responsive and Participatory Budgeting (GRPB) – The Penang Model is used as a gender lens to ensure inclusive participation of the community during the budgeting process.
- To increase women's participation in the economy, political, and social sectors via the initiatives of the Penang State Government.
- Platforms such as Wanita Jana Rezeki and PenMentor Programme to encourage women to become entrepreneurs and to contribute to the economy sector.
- To provide an amplifying foothold for women’s voices, experiences, and knowledge as a representative via the Women’s Assembly programme (Sidang Wanita).
